Salary: $92,000 - 132,000 per year Requirements:
- At least 5 years of professional web application development experience, including 3 or more years with ASP.NET, C#, and .NET Core; .NET 6 or 8 is preferred.
- Hands-on experience with Entity Framework, MVC or Razor Pages, and Bootstrap or a comparable responsive framework.
- Strong relational database skills; IBM DB2 experience is strongly preferred. Experience with Oracle, SQL Server, or PostgreSQL is also relevant, with willingness to cross-train.
- Experience designing and integrating REST APIs, handling JSON payloads, and implementing error and retry patterns.
- Proficiency with HTML5, CSS3, and JavaScript; familiarity with AngularJS or a modern single-page application framework.
- Experience with Git-based source control and CI/CD pipelines; GitLab CI is preferred.
- Demonstrated experience developing accessible software in accordance with Section 508 and WCAG.
- Agile or Scrum experience delivering work in sprints.
- Working proficiency with AI-assisted development tools in a governed enterprise environment.
- Experience troubleshooting and remediating production issues under defined SLAs, including root cause analysis, monitoring, secure configuration, and controlled change management.
- Ability to use only DOL-approved secure AI coding tools and to validate, review, test, and document machine-generated code before use.
- Bachelors degree in Computer Science, Engineering, or a related field, or equivalent experience.
- Preferred: exposure to Drupal theming or module development.
- Preferred: AWS experience, including EKS, S3, CloudFront, or Secrets Manager.
- Preferred: experience supporting federal systems with formal ATO and configuration management requirements.
Responsibilities: - Develop, debug, and maintain ASP.NET/.NET 8 Core MVC and Razor applications, Entity Framework data access, and responsive Bootstrap-based front ends.
- Write and optimize SQL and stored procedures for IBM DB2, supporting schema changes, performance tuning, and data integrity.
- Build and consume REST APIs that integrate with enterprise case management, document management, and identity services.
- Implement and maintain single sign-on and federated identity integrations, including Login.gov, SAML/OIDC, and enterprise SSO.
- Address security findings from STIGs, SRRs, SCA scans, and vulnerability reports within required timelines.
- Ensure delivered interfaces meet Section 508/WCAG 2.1 AA accessibility standards and responsive and mobile requirements.
- Participate in GitLab CI/CD pipeline execution, code reviews, unit testing, and controlled promotion through development, staging, and production.
- Provide Tier 2/3 production support, investigate root causes, and validate releases after deployment.
- Contribute to modernization efforts, including enabling APIs for legacy functions, supporting data migrations, and preparing decommissioning documentation.
- Prepare required unit-test, code-review, accessibility, mobile/browser, performance, security, release-note, and deployment evidence for each DOL release.
- Maintain code, configuration, database scripts, and deployment artifacts in DOL-controlled Git repositories, and support ServiceNow incident and change records for production changes and promotions.
- Coordinate integrations with Appian/WISE/PWRS, SharePoint, Login.gov, Kafka, and other DOL enterprise services as assigned.
